This opportunity provides professional support services necessary to Support TMIT Readiness Evaluation (READ-E) inspections and assessments, as outlined in the Surface Force Training and Readiness Manual (SFTRM), and support or lead Training and Assist Visits (TAV). The TMIT shall support all Commander, Navy Surface Force’s priorities and initiatives in support of surface force efforts toward sustained material readiness and shall provide services and functions outlined to assure effective and efficient operation of the TYCOM Material Inspection Team.
Qualifications Required for the Position
- Security Clearance: "Secret” level clearance at time of proposal.
- Education: Bachelor's degree from an accredited college or university.
- A senior level manager who has twenty-one (21) years of service in the U.S. Navy with demonstrated management experience or project level management in shipboard maintenance, operations, and leadership.
- A former Commanding Officer of a U.S. Navy Surface Ship.
- Experience with Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating disciplines (E.g. Joint Travel Regulations (JTR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD Cost Estimating Guide).
- Working knowledge of the requirements stipulated in the Performance Work Statement (PWS).
- Have strong working knowledge of Navy surface ship (all classes) engineering and Combat Systems specifications and configurations.
- Recent (within the last 5 years) detailed knowledge and experience with Fleet leadership, maintenance policies, processes, programs, and initiatives.
- Recent experience (within the last 5 years) at the Commanding Officer level, conducting briefs; and experience as a senior manager of maintenance intensive ratings for Chief Petty Officers, work center supervisors, and maintenance personnel.
- Working knowledge of the Surface Force Training and Readiness Manual (SFTRM), particularly Chapter 6 governing Readiness Evaluations.
- Familiarity with INSURV publications including instructions, Master Event Lists, Workbook contents, required deliverables, inspection guides (IIG), and a notional Schedule of Events.
- Have a working knowledge of the Optimum Fleet Response Plan (OFRP) and how the SFTRM is used to execute it.
- Have a working knowledge in each respective functional area of INSURV Material Inspections; understand the variations of established SOEs, INSURV Inspection Guides (IIG) and their associated references; and be familiar with all INSURV instructions and publications governing the conduct of the inspections and underway demonstrations.
- Have a working level of knowledge in Material Maintenance Management (3M) and the Planned Maintenance System (PMS).
- Have a working knowledge of the Joint Fleet Maintenance Manual (JFMM), in particular, Equipment Operational Capability (EOC) definitions and scoring value scale (Volume 6, Chapter 5, Appendix A).
- Must be willing and able to travel up to 50 percent of the time.
- Must be physically able to climb up and down a pilot’s ladder and stay onboard a U.S. Naval Vessel for several consecutive days underway.
- Proficient in using Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook).
- Proficient communicator, both orally and in writing.
Qualifications Desired for the Position
- 25 years of Navy Surface Warfare experience.
- Experience as a surface ship Major Commanding Officer.
- Experience as an Inspector for the U.S. Navy Board of Inspection and Survey (INSURV), specifically a Senior Inspector.
- Experience as an inspector at the Afloat Training Group or TYCOM staff focusing on Pre-INSURV preparations.
- Proficient in using SharePoint.
